We are delighted to announce that full planning approval has been granted, subject to the signing of a Section 106 Agreement*, for a new residential development comprising 65 high-quality homes in Houghton, Carlisle.
Cumberland Council resolved to grant planning consent for the scheme at its Planning Committee meeting on 15 April. The new development, which will be called ‘Eden Grove’, follows the success of our previous scheme in Houghton, Eden Gate, which delivered 99 new homes and has become a well-established community.
The development will include a mix of two to six-bedroom homes, with 20% of the properties to be secured as affordable housing for eligible local people. From first-time buyers and growing families to downsizers, the scheme will offer a variety of house types, all designed with flexible, open plan layouts and attractive street scenes.

The scheme has been carefully designed to support environmental sustainability and biodiversity, with landscaped green spaces incorporated throughout. The proposed development will utilise the existing Sustainable Drainage Systems (SuDS) pond for discharging surface water, and public spaces will encourage outdoor activity.
In addition, the development will bring economic benefits to Carlisle during the construction phase, creating local employment opportunities and supporting tradespeople and suppliers. Through a Section 106 Agreement, the development will also secure over £490,000 to create new secondary education places, and new public open space, benefiting both new and existing residents.
On-site works for the new development are expected to commence in late 2026.
*A Section 106 is a legal agreement between an applicant seeking planning permission and the local planning authority, which is used to mitigate the impact of any new homes on the local community and infrastructure.
